Dr. Youssef is the General Manager for Exploitation and Maintenance in the Ministry of Telecommunication and The CEO of OGERO Telecom since 2005.

He was appointed as the General Manager for Exploitation and Maintenance in the Lebanese Ministry of Telecommunications during the period 1996 to 1999. He was responsible for the follow up and management of the telecommunications re-infrastructure projects in the land-line and GSM sectors in Lebanon, as well as the introduction of Internet services and Data Transmission services for the first time in Lebanon in 1996. He is also the Director General of Ogero Lebanon, prior to these positions he Worked at the French National Center for Research on Telecommunications (Centre National des Études des Télécommunications - CNET), at France Telecom, in Paris during the years 1989 to 1995.

He received his Engineer degree from the "Ecole Supérieure d' Electricité – Supelec" in Paris - France, graduated as a Telecommunication Engineer, in 1985; his PhD with the degree of excellence in Satellite Communications from "École Centrale" de Paris, and the University of Paris VI, in 1989.

Dr. Youssef recorded, through the researches that he carried out, nine patents in satellite equipment & electronics that are registered in the United States, Japan, Canada and the European Union; he is one of the founders of the Arab Organization for Communication and Information Technology in the Arab League, and the author of its internal rules of procedures; he was elected as its president for two sessions, throughout the period 2006 – 2010; Board member of Arabsat during the years 1996 - 1998 and during the years 2006 – 2010; headed some General Assembly meetings of the Arabsat during the period 1996 – 2010; Headed some meetings of the Council of Arab Telecommunications Ministers in the League of Arab States for several sessions during the years 2006 -2010; Vice President of the Advisory Council of the International Telecommunications Satellite Organization (ITSO) based in Washington - USA, during the years 2006 -2008; One of the founders of the intercontinental submarine cable project IMEWE, which was put in service in 2010; headed of many regional and international conferences of ITU during the years 1996 -2014; and represented Lebanon in numerous regional and international conferences and organizations.

Dr. Youssef taught in the school of engineering, in several British, French, and American universities since 1990; issued several scientific researches and articles in the field of Telecommunications technology and services in specialized global scientific journals (IEEE, etc.). He is married and has three daughters.
